The Catholic Guide Advisory Council was set up to benefit both the guide association as a whole and it's Catholic membership.
It's constitution was produced jointly by the guide association and the Catholic hierarchy and given to the CGAC to follow. The hierarchy would actively encourage it's member to join the guide movement and through it's diocesan Bishops encourage the formation of guide units in every parish. Each diocesan Bishop could have a representative on the CGAC who would be appointed by the guide association with the approval of the Bishop.
The chairman of the CGAC is appointed by the guide association executive with the approval of the Bishops of England and Wales.
